That's the main part of Bush's flu plan. According to NPR, Bush is telling folks that states and cities really ought to have their own individual plan without looking for help from Washington as it really just could be too big for them to deal with...well, we've seen that this government can't handle a hurricane, let alone a pandemic so perhaps this really is the best idea...
